Home Affairs says invitation rounds “will be run by the Department of Home Affairs periodically during the program year” for the Skilled Independent visa (subclass 189) and the Skilled Work Regional (Provisional) visa (subclass 491) Family Sponsored, and that the number of invitations in each round varies with the needs of the Australian economy and the number of applications it already has on hand. Its SkillSelect pages give no dates or sizes for future rounds.
